I'd much prefer a compromise solution of giving us the option for either once a year Top 100 or constantly updated Top 100. I think I would check the Top 100 once a year. Why bother after the first time if players are going to constantly be changing their Talents and Ratings? With an updated list, I check it whenever I want to try and make a trade. Maybe I'd check a once-generated list 20 years down the road when I am looking through my league history.

Am I the only one not completely understanding this? Do I still get to tell my scout(s) to direct 25% of his attention to each (Major, Minor, etc.) section of scouting? I would assume so, but a clearer answer would be appreciated.
On that topic, can I set my own scouting budget? If I'm a team that needs to rebuild, I want to pump as much money into my scouting system as I can. Being stuck with a fictional 'owner' when I have 'owner sets budget as off' and yet he is still giving me a million dollar scouting budget when I want to put five million towards it would be.... frustrating.
Which makes me wonder just what a scouting budget affects. Do my scouts only get to scout, say, half of my league if my budget is low for the Majors? Or does that mean they only give me rough sketches of each player rather than in depth looks at all of them?
