As somebody else put it, I can't just "send out a scout" to look at a prospect if we aren't using scouts at all. So the list serves as a crude scouting system of its own in online leagues.
This either must be an option or make the save game files small enough so that online leagues can use scouts. Otherwise we're back into the one step forward, two steps back OOTP development mode. Since the star system is worthless on its own, that system plus the top 100 are the only scouting that can be done in the non-scout world.

The game size file isn't so much an issue in online leagues for me as is the fact that I strongly dislike the scouting system as it is currently implemented. Tough to micro-manage scouts when you're simming a week or two weeks at a time.
And I actually like the star system as a quick way to get a rough handle on a player. It isn't perfect, but it's useful.
