Couldn't you just disable the amateur draft and set the feeder league to only allow plays up to a certain age? Once everybody hits that age, they hit free agency and your major league(s) can start bidding.
You may even be able to do it without disabling the amateur draft, so you still get a fresh influx of talent during the offseason as well as your usual HS/college players.
