Could you.....
Create an "independent league" where historic players are imported yearly. Set the financial rules so that they'll become FA's after only 1 year. Also make sure that this indy league has far less revenue than the teams in your primary "major league".
Then, when these players become FA's after one season, your primary ML can bid on them and they should be able to far outbid the indy teams.
Just thinking out loud as I do something like this in my fictional universe.
