this is true, it's handled by a scouting bureau that is employed by the teams. Here is another question though...we all know teams like the Braves who actually spend money on good scouting have good info, so here's my question...what determines the scouting budget in OOTP? Looking at the screenshot, it seems as though the GM might not even be able to decide how much of the overall budget should be allocated to scouting. It seems like the game is like...here is how much you have for scouting, you decide how you want to divide it up when it comes to majors, minors etc... I think real GM's DO have the ability to decide how much of the overall budget should be spent on scouting. Again I could be wrong though.
