Ok...so I found that app data folder (vista has it as C:\users\(your username)\appdata\roaming\sports interactive\
ootp baseball 2007) and deleted after another re-install. That worked.
The skin I was trying was the mlb.com skin...which looked really nice in the screenshot so I was bummed out that it didn't work.
