Is it possible to create a league (beginning in 1959, starting out with 12 teams, but I will expand) and have the pool for the inaugural draft be filled with players from that time period?

My goal is to create my own league that follows the financial changes that really took place, but setup differently from MLB. However, if possible I would like real players.

Can I have the Providence Gunslingers select Joe DiMaggio in the inaugural draft and then decades later take Ken Griffey Jr. in the amateur draft? Or is this not possible?
