Sure there is: don't turn on the amateur draft but keep 'Automatically Import Historical Rookies' on. Unfortunately, I think that just sends them to their real life teams rather than to free agency. Not sure what it will do with fictional teams. This sounds like one you'll just have to test out for yourself and then come back and let us know what happened.
