IMHO, the key word in the cited rule is "maintain". Since the game was tied at one point, the lead wasn't maintained. The pitcher of record when the winning team took the lead was Hogbin and he should get the win regardless of how effectively he pitched.
Should the winning team hold the lead throughout the game, the starting pitcher pitches less than five innings and there is more than one reliever, then the winning pitcher would be decided by the official scorer.
