This one is easy. You can do one of two things. You can create players in the game as FA's, or you can edit current FA's.

Once you create them, go to the player editor page and assign them to whichever team you like, or leave them in the pool of FA's and see if anyone signs them. You can also edit the player contracts at the same time.
