Anyway, for #2, I was able to assign tasks to some of my scouts, that's the odd thing. I think the problem was that I deleted a league and hired coaches the program was still reading as employed by the deleted teams, even though they appeared on my personnel page.

How do you delete players and coaches from deleted teams/leagues?
And when scouting nations, how do you know when your scouts find players? Do they send a report?

You can delete players from the free agent pool, as commissioner. Right-click each one and delete. It's tedious and time consuming; mass selection for such transactions has been requested.
You cannot delete the former coaches, however, and be careful with them. It's been reported that if you hire one of them, it turns out that the game thinks he's still employed by the deleted team and that interferes with your control of him. You have to wait until his contract is up or he retires because you cannot even fire him.
Scouts send a notice to your message inbox when they find somebody in another country. The message will contain a link to the player's profile so you can take a look at him, and there will be the usual option to sign him if you right-click the link instead.
By the way, you are thanking a man first, then a baseball fan, then a Yankees fan. If more people approached the game in that manner, there would be a
lot more civility on message boards, in stadiums, and in sports. The same would be true if more people
assumed this of other fans, including Yankees fans despite what you have heard about them.
