Since it appears that the "drug suspensions" are just pulling a news article and news headline from the text database you could create your own suspension. I don't know how it reads elsewhere (what it says on the player profile for instance), but the news piece you see can be customized. So your league could ban chewing gum, and have players caught using at whatever frequency the game has for the drug use. You could have players caught gambling and suspended... or anything else you can think of that might be an off-field suspension.
