What were you doing? I was trying to edit the language/names for a nation

What happened? Only 17 language/name groups were available, not all 40. I checked the ethnicities.txt file, that file looked like it should, it had 40 choices.

Reproducible: Yes

Problem occurs with other leagues? Yes

Other info: Players created for the game have correct names (for example, players from South Africa have appropriate South African names, despite SA's nation edit screen having "English" as the only language option. Also, there is no "Hispanic" or "American" just "Spanish" and "English"
