ive had this problem before where, as Giants44 mentioned, teams did not have the money to sign the player according to his demands. players (or rather the AI guiding their contract demands) are not smart enough to adjust to the market so to speak, but we see that in real life anyway (scott boras' clients
it may be a combination of many teams being in the red, your league financial structure, players greed, players demands, etc. if these is happening a lot in your league i would look at these factors first. im not familar w/cubbyfan's set in terms of how the finances play out, perhaps someone else can be more specific regarding this set.
