You can do that now. The only thing is, you have to set this up manually yourself, the game cannot do it automatically because the schedule generator cannot create schedules for leagues with an odd number of teams.
To set it up yourself, do the following:
1) Create your league, but with one additional team in each subleague above your desired number (e.g. create 16-team subleagues if your final target is 15-team subleagues).
2) Generate the schedule for your league.
3) Edit your league structure to eliminate the unwanted teams to bring each subleague down to the total you want.
4) Go into the schedule editor and delete the existing schedule.
5) Import a schedule file that matches your new league alignment.
As to having a properly matching schedule file, that'll be up to you. That means creating it yourself, or you can try and find an existing schedule file in the Mods forum that matches your alignment.
