I don't think I expressed my options very well.
By no means was I suggesting that option 2 was simply to add stuff whether they worked or not. Non-working features, are worse than worthless.
What I was trying to express was minor details that "work" even if they don't exactly match the real life rules.
as far as AI, no game will ever get that perfect, human beings are just too unpredictable. I do think improving AI should be a constant project.
