We had to dump the OOTP FA system in my online league, because players were asking for incredible amounts that no one would offer them. Even average middle relievers were asking for 3.5mil a year, when I think only one or two reliever in the league made more than that. Adjusting the salary scale in the league editor didn't do much - and when it did, players were asking for ridiculously low extensions. So, no matter how we looked at it, it was out of whack. Some players retired, unsigned and still good. Nowadays, we hold our own home-made FA bidding war on our message board, because it was ridiculous.

it was whacked cause teams had lots of free spending cash, the amount of free cash whacks the whole league. So the teams hoarding spending room is causing inflation in the asking prices. Might no be your case scenario, but I've seen that limiting the cash hoarding, really effect the asking prices.
