Best Pro Football sim ever made was (and still is, IMO) Football Pro (by Sierra) Either Pro 96,97 or 98 - (99 was the last version ever made...and had many flaws......97 or 98 are the best).

It had decent graphics......but came with a very dynamic AI (in which after years of play the Computer AI could still put up a great game.....and would actually "adjust" to your gameplay style)......

It had a game/play editor that was top-notch as well -
