From what Markus has posted, the AI understands the limitations and acts accordingly. So I would expect a Japanese team to NEVER draft a non-Japanese player under your rules. Your league ideas seem feasable, but I would make sure there is a large enough pool of players so no team will ever have to draft from a pool that has no players of the right nationality, or I can see the game crashing.
