For OOTP 8
By default
My Documents\Out of the Park Developments\OOTP Baseball 8\data\photos

(for OOTP2007 look for OOTP2007 in the Out of the Park Developments folder)

As long as the photos are in the correct format

John_Smith.png

The game will pick them up.
(may have to do some tweaking for some)
