In theory, yes.

If you put a player who played in a mammoth ballpark like Griffith Stadium, and you have the game normalize his ratings, then it will use the park factors to make his power higher. If you want to see him hit close to the same number of HR's in Griffith, then you have to use Griffith's park factors to cut down the guy's power at home. Likewise, you have to use park factors in order to see him hit more HR on the road.

If you don't use park factors, then it doesn't matter what stadium the guy plays in, he'll have the same power, whether you use normalized ratings or not.

Now, you should also get the same number of HR he hit in real life if you don't normalize his ratings and don't use park factors. The only time things will be different from reality, in theory, is if you mix the two (normalize without park factors or don't normalize and use park factors). I'm pretty sure park factors are not something you can just turn off, though. You'd have to use identical ballparks for every team, and the historical game automatically loads the real ballparks for each team.
