You could do this for the league totals. I don't know what to do about PCM's. You could just write them down on a spreadsheet and record the random changes by column/year. Not sure it makes sense to change PCM's yearly perhaps every 5 or 10 years. League totals yes, I do this all the time.

Take any LT modifier above 1 and lower the LT amount by that factor. Remember lowering LT raises the occurrence of that item. Say you have 5000 LT for HR but the LTM is 1.100, so 5000/1.1 = 4545. Set your HR to 4545 and LTM to 1.000

Do the reverse for any LTM under 1. Say HR LTM is 0.990, 5000/0.990 = 5051. Set LTM to 1.000. Again raising the LT will lower HR in this case.

Repeat for all modifiers not equal to 1 then write down the revised league totals in a text file and place it in your league folder (for backup). Voila!
