BZ 1560: 1871 scouting reports text off

Using 1871 settings with pitchers often have 2/10/10 ratings (out of 10).

Scouting reports are not properly scaled for these ratings, however. For instance, we read in the summary for a 2/8/10 potential player: "This guy will always be minor league filler..." as compared to 2/10/10 he is a loser (in 1871). This sounds okay.

But we then read in the rest of the scouting report:
Stuff: "Projected stud with unhittable stuff..." (With a stuff potential of 2?)
Movement: "His breaking stuff is well above average..."
Control: "This kid has the sort of stuff that could give him a long career..."

It seems comments about individual skills are not scaled properly to 1871 settings (except maybe for the stuff which calls someone with 2 out of 10 a stud!).
