You are supposed to be able to set this in the Game Setup Screen Preference, but I have never been able to get it to work that way. It lets you change the debug mode, but when you close everything out and click OK, it never applies the change. When you go back in to look to see the changes are still there, the 1 is back to 0.

I know the above instructions works.
Using the Preferences screen to access the config file DOES work. Once you make the changes in the app file, you save them, and close the file. Then be sure NOT to click OK. Click Cancel instead. Then exit and restart OOTP9.
