I'm having exactly the same issues.

daxl101 mentioned above that he has OOTP9 installed on his G drive. Same goes for me. My OOTP9 is also on an external hard drive. This could very well have something to do with it, because I opened OOTP8 (installed on the C drive) and OOTP9 (installed on the H drive) at the same time and used the respective "Open in external browser" buttons. Worked perfectly, as always, in OOTP8, and didn't work in OOTP9. Again, both OOTP versions running at the same time when I did this.

How about you, BlitzburghBucco? Where is your OOTP9 installed?

My system specs:
Windows XP Home, SP2
Pentium 4, 2.26 GHz
1 GB RAM
Norton 360

EDIT: Maybe I'm on the wrong track, as I am able to open up all pages from the "?" in-game menu just fine in an external browser. It's just the "Open in external browser ..." button that won't work.
