I wouldn't recommend 'slotting' draft picks beyond the top 2-3 or so. This prevents tanking to get a specific player. Your scheme would give the four worst teams in the league a combined 42% chance of getting the top pick in the draft, which is really low (the best spect has less than a 50% chance of going to the teams that truly stink)
