Most folks doing logos just seem to naturally use raster-based programs like Photoshop or GIMP. That certainly works, but some may find it easier and/or more useful to switch to a vector-based drawing program like Adobe Illustrator or CorelDRAW.
Personally, I use CorelDRAW.

I agree that a logo turned out of a vector-based program generally looks nicer and more professional - not to say raster logos can't look good too. For people that want to try a vector-based program, you might want to download the free public domain program Inkscape and give it a whirl.
