As an update, it looks like the first game after the suspension is handed down is still a valid playable game for the suspended player. In this situation above, the suspension was a 15 game (day) suspension handed down on July 15th. July 16th was a non-game day, and the player played on July 17th as above, but then did not play again until the end of the suspension on July 31. I tracked this in the player's game log. I hope this extra information helps.
