If you don't have enough space on you harddrive or the drive you are using then it won't unzip because it takes a certain amount of space to unzip the files, usually more than the size of the zipped file. How much space do you have? Or you may have a problem with the drive needing to be defragged. This can cause this problem as well.
I have always used Winrar for all the zipped files, and have never had a problem using it. But then, I have plenty of harddrive space on my computer and I defrag at least once a week.
Try defragging and look to see if you have enough space to unzip that file. That's about the only advice I can give you. There is nothing wrong with the file itself, as I downloaded it recently with no problems.
