Yeah, I'm going with the actual teams. I've thought about approaching it from the standpoint of letting teams get through if they can manage financially, but I didn't want to deal with that in OOTP's financial system.

As far as setting up the league, you have to create the league with an even number of teams, then edit the league to have an odd number of teams after the league has been created. Then edit/import the schedule manually since the game can't generate schedules for an odd number of teams.

One other thing I ran into of note: I decided to use the ammy draft to distribute new talent to the league since financials are off. The pre-draft screen will only display an even number of teams. That said, you still get every team drafting. The team that you don't see on the screen drop downs is the one that drafts last. Now that I think about it, I should probably post this in the tech support forum, too.
