This issue is apparently a holdover from OOTP 2006 (TT #2376) and OOTP 8/2007 (TT #3505).

In my solo league, if a staff member retires, I like to promote from within my organization but I cannot move a hitting coach from Single A to Triple A, for example. The only options given are from within the same level or to the Majors. The full organization tree is given for someone working in the majors.

It is possible to move team personnel around by going in to Editor mode but this has issues in itself as it will often change the staff member's salary.
