Okay, found a way.

In commissioner mode in each player profile, there is an editor.

you can assign to the team you want.

Designate for assignment (which puts him back into parent team uniform)

update picture and put him back as a free agent (still retired).

Make sure he does not get a contract (delete if you do, will add to team expenses)

or have popularity (it will take away from the team popularity)
