From the beginning, I have included some not-so-great players but only if they have some redeeming "stand-out" ability, i.e., base stealing, fielding, RBI's, HR's, etc.
In the past few years, I have added many younger players who are good, not great, but who may be upcoming greats.
As I'm playing OOTP games, I do notice some great performances by average players but overall it is pretty tough goings. For example, Babe Ruth is on my team and while 1/2 thru the season he has hit 26 HR's with 60 RBI's, he is hitting less than .280. The same goes for pitchers, Vida Blue is 7-5 but got clobbered his last outting. It's tough and less than average players just won't hack it. My minor league teams are full but there are only a couple of players whom I have confidence in to fill holes on the main roster.
However, I will definitely relax the requirements for greatness in the coming years since I have completed the bulk of my work.
