I have a question about the baseball level field in the nations.txt. I'm trying to create an isolated nation that has it's own league which is quite good, but none of the nation's players are allowed to play baseball in foreign countries (at least for now

).

So my question is, does the baseball level affect the quality of players created in the home nation or is it only used in the calculation to determine the number of foreign players to create from each nation?

Example:

I want to create a league in Nation 3 that is about 80% as good as Nation 1, and players in Nation 3 aren't allowed to play in Nation 1.

Nation 1 (home nation of league): baseball level excellent, foreign pct 20%
Nation 2: baseball level good
Nation 3 (isolated nation): baseball level non-existent, PCM's 80%

So Nation 1 takes 20% of it's players from Nation 2 but none from Nation 3.

My concern is that the baseball level setting of non-existent will affect the quality of players in Nation 3.

Does that make sense?
