Suggestion
If I am trying to sign a player to an extension who will be arbitration eligible, the amount he is estimated to get from his arbitration hearing should not be included when deciding whether I have enough money available to offer the extension.

Reason
If the player accepts my offer, his new salary will replace the arbitration estimate as a charge against the payroll, so I should have that extra money available to make my offer.

Priority
Low. This makes a lot of sense, but I don't think it is a make-or-break issue.
