You would need 2-3 good folks at the core, but I think that would certainly be doable.
There are a number of options on how the agent system is set up, and the rest would be a fairly straight-forward OOTP league.
You'd need a good commish and a couple good agents; depending on if its an owner/commish or not, the commish could act as an agent for some players as well.
