I am no one official here, but I have seen many people in various leagues that have had this problem since the update to 9.2.11 the same as you. In those cases, for whatever reason they could never clear it up at all and the end fix for them was to:

- Uninstall ootp9 (delete the leagues you are in, but make sure to save backup copies if you need to). (Also make sure you have your license detail as you stated).

- Freshly install 9.2.11 from the full ootp9 install listed at the top of the ootp9.2.11 patch thread.

- Download your new full league file from your online leagues and extract them to the proper locations.

In every case I have seen so far, that process has fixed the people who had this problem. From what I can see the way the FTP process within the game was reading the hashed ftp account/password from the dat files was breaking and sending out gibberish when trying to do an actual connect. The Clean install of ootp fixed that for them.

Of course Tony M may be entirely correct as well and for some reason your FTP access out to the internet was blocked at roughly the same time as when you patched, but his test that he gave you could help answer that question.
