Our draft is populated entirely through the feeders, yes. Generally about 490 players will graduate each year, though that number could fluctuate by as much as 25 up or down.
When I say "graduate" I'm referring to the age ranges. OOTP defaults to a 5-year age range, but we've shortened that to 4. Our age ranges are 14-17 for HS and 17-20 for COL. Because of when our feeders's seasons end (just a week before the draft), this actually results in high schoolers graduating at age 18 and college players graduating at age 21.
