Well raising their ratings kind of kills the point of rating guys in the first place, I don't think it would seem right to have Matsuz as a starter in Baltimore to open the year..
The work around we used before was to eliminate big league contracts for guys who obviously were not ready (Brackman, Porcello, etc.) which I'll do for Matsuz, and a few others. The others, I'm not sure I feel comfortable re-rating them to make them better or removing their contracts. I will note that some of these players haven't been rerated by any of the projection systems I really like (some of them were using Bill James or CHONE) so there's a chance that when I re-rate them with ZiPS or PECOTA they'll have better ratings and stick.
Also some of them weren't rated correctly and were fixed (Parnell comes to mind).
The last thing I can think of, is that when I play around with player evaluation %'s, weighing 2008 stats less might make the computer value these guys more. Buchholz should easily be in the Red Sox rotation on ratings, because off the top of my head I know every projection system out there (and me) loves him. He could be DFA'd/waivered because his 08 stats were so horrible.
Lastly, some of the issue is just with AI management. The game doesn't always take into account future talent when holding onto players, so despite Bailey having some nice future ratings, his current ones make the Reds dump him. I'm not sure there's any workaround for that, as I doubt any of us would argue he's big league quality right now, but at the same time, in real life obviously the Reds would not DFA him.
