Disallow draft pick trading.
Allow new GM's to buy out contracts when taking over a team.
Trade review board to review trades for balance and competitiveness.
Disallow programs like increasing stadium size using cash dollars.
Reset fan interest to 50 after each season for teams under 50.
Award budget dollars, not cash, for participation in the league (voting for All Stars, post-season awards, for news articles about your team and league).
Salary cap.
