Ghost players means the set doesn't have to be full for you to play and it will simulate replacement level players.

There are not players in there because the set currently is only comprised of people who were on a roster to begin 2008 or were drafted in the 2009 1st round of the draft. New draftees are not in there.

Otherwise, if you want fake players in there, go to league setup, and have the computer auto-fill the rosters. I wanted to keep the rosters clear of any fake players, so that has not been done on the set.
