One way to get around this is to set up your league with a lower percentage of playoff teams. In a division of 8 teams and no wild cards, it's very hard to turn a cellar dwellar into a contender without going through a season or two in the middle of the pack first. I also believe that teams hold on to key players a little longer since they know it takes a little more effort to get to the top, but I think that depends a bit on the GM's involved.
