Modifiers should not be 1.000, you need to activate them and let them do their modificational job. It is the use of the modifiers that will result in numbers similar to what you have in the era_stats file.
Once you have that activated you will get the results you are shooting for. Except for the initial year of course. Modifiers of 1.000 across the board always result in too much offense.
