If I recall correctly, someone recently posted that in real life a player drafted out of college (age 21-2) was twice as likely to reach the majors as someone drafted out of high school (age 17-8), and someone else posted back that the game accurately reflected that. Markus has said that older draftees will more predictably reach their potential than younger ones.

I don't know if either of those tidbits actually answers your question, but they indicate to me that the answer would be 'yes'.
