Old thread, I know, but I don't believe that is the case as I once tried to reinstall a league with that file and it wouldn't work because it was missing one or more dat files. Or at least I believe that was the reason. It was missing some of those dat files. Maybe your answer applied to an old version.
If anyone wants to know exactly what is in there, you can check the [yourleaguename].lg.tar.gz file in your designated exports folder on your ftp server. The one I just checked had, in the root folder, 13 dat files (as opposed to 17 in the master folder) and messages, news and replays folders.
