I would guess because they are first going to get the game to more accurately represent current day baseball in terms of rules and transactions, then later on add more support for earlier eras. There isn't much purchasing of contracts (i.e. player sales) going on today as compared to, say, fifty years ago.

And to do that right, with all the aspects that entails, means a carefully thought out, comprehensive system. Get the base structure right, and recreating practically anything from baseball's history becomes possible. Get it wrong or not fully thought out, means a lot of kludges and workarounds later.
