3) Now you want to add a white border. Click in the transparent area with the Magic Wand. Press CTRL-SHFT-I to invert the selection. Create a new raster layer and move it below the original if you don't already have one. Select the blank layer. Click on Selections/Modify/Expand. Try expanding by three pixels. Fill the new selection with white (255,255,255). De-select the selection. CTRL-D. You now have a white border.
