If you mean by moving the teams from the one league into the other league, or creating a third league and moving them all there, then yes you can do either of those from the the league setup screen.
In addition to what Sdpm100 stated once the new third league is created and the teams have been moved into the new league, you can export stats and then re-import them back into the new league. Your new league will have historical stats from existing players/teams from the old league(s). Your team history will show as starting for the year the new league however when viewing team history it will reflect entire team history.

I've used this technique quite a few times when playing historical/fictional leagues and wanting to replicate a merge type of scenario. It's not perfect but it works for me.
