Yeah, my reading is that projected balance (budget room) plus cash is your FA amount. So Arizona in this league has a bit more than $16.5M available for FA.

Questions

Is there a salary cap? If so the calculation above is superseded by the cap, ie if you are $5M under the cap your max FA cash is $5M.

Do you have owner controlling budget vs all revenue available? I think (don't know) that owner controlling can tighten up $ availability.

Show a screen shot of a FA offer and the team finances (two shots). We need to know what message the AI is giving. Use Arizona for example.

If you are commish go to Arizona and click "Front office" "finances" and make sure that the numbers there match the league reports on the web. Post a screen shot if you can.
