How about Injured List up to date?
How about all Independent Leagues as separte Leagues?
How about Mexican,Cuban and so on Leagues to?
Doesn't Chinese,Tiawan and so on Leagues also have Minor Leagues?
If you take control of all MLB Minor League Teams that won't happen.

Iv'e seen Matt Lindstrom March 4,Gardner and Owens March 3 of the Marlins go on the 60 day DL in Spring Training at least they have Iwase who was signed as a Free-Agent and so on in the Bullpen. March 10 both John Bale of the Blue Jays and Nate McLouth have Career Ending Injures.

You might try and take off like Travis Hafner off Waviers so he doesn't get Claimed.
